Protein Needed To Build Muscle

Can I still build muscle if I eat 1,800 calories weighs 200lbs and have about 180g of protein in my diet?
I read all the time on different items is that you need excess calories to gain muscle. Is the energy that is needed to build muscle. Well I have extra pounds of fat on me, so my body would not just use the fat in my body to help if I have a calorie deficit? I can not eat fewer calories, but as I have enough protein intake be able to gain muscle and lose body fat?
